ECI partners with Afghan government to construct support center for persons with disabilities

Minister of Urban Development and Land Jawed Peikar, Minister of Labor and Social Affairs Anwar Sadat, State Minister for Martyrs and Disabled Lal Aryubi and Enabled Children Initiative (USA) Director and Founder Lael Mohib following the memorandum of understanding signing between the four parties on August 27, 2019.

On August 27, the Enabled Children Initiative signed a 30-year lease with the Afghan Ministry of Urban Development and Land for 7 jeribs of land in Kabul on which to construct the country’s first ever comprehensive support center for special needs children, including those orphaned and abandoned, and adults living with a disability.

The Community Center will provide a specialized environment in which persons with disabilities are enabled to reach their full potential, contribute to their community, and have their basic rights to healthcare and education secured. The Center will focus on social reintegration of children and adults with disabilities, and will include a school for special needs children, a support center offering rehabilitative services and support services for families with special needs children, as well as a vocational training program for adults living with a disability. For those children and adults who are not able to live independently or have been orphaned or abandoned, the Center will provide a residential home for children and an independent living home for adults. The Community Center will include sustainability components in order to minimize donor dependency and create partial self-sustainability. The goal is to have the Community Center fully functional within 5 years.

The lease was signed following a resolution passed by the Cabinet on July 10, 2019. ECI is undertaking the project in partnership with the Ministry of Labor and Social Affairs, the State Ministry for Martyrs and Disabled, and the Ministry of Urban Development and Land. The organizations also signed a quadrilateral memorandum of understanding, agreeing that the Center will eventually be handed over to the Afghan government before the lease ends.

Both special needs children and adults in Afghanistan have rights to a dignified life—rights that are not currently always being fulfilled—and basic human needs that are not being met. ECI’s Community Center will address those needs, and help to fulfill those rights, while simultaneously meeting the demand in Kabul for special education and support for families who have a member with a disability.

مؤسسه ابتکار اطفال توانا با همکاری با دولت افغانستان نخستین مرکز جامع حمایت از افراد دارای معلولیت در کشور را اعمار میکنند

به تاریخ 27 آگست (5 سنبله 1398)، مؤسسه ابتکار اطفال توانا قرارداد 7 جریب زمین واقع در کابل را برای مدت 30 سال با وزارت شهرسازی و اراضی غرض اعمار نخستین مرکز جامع حمایت از اطفال نیازمند مشمول ایتام، رها شده گان و بزرگسالان دارای معلولیت به امضاء رسانید.

مرکز اجتماعی در صدد ایجاد یک فضای اختصاصی است که در آن افراد دارای معلولیت بتوانند به توانایی های کامل شان، نحوه مشارکت در جامعه و به حقوق اساسی بهداشتی و تحصیلی خود دست یابند. این مرکز بالای فرایند ادغام اجتماعی مجدد اطفال و بزرگسالان دارای معلولیت تمرکز می نماید، و دارای یک مکتب برای اطفال نیازمند، یک مرکز حمایتی جهت عرضه خدمات توانبخشی و خدمات حمایتی برای فامیل های دارای اطفال دارای نیازمندی های خاص و همچنان یک برنامه آموزشی حرفوی برای بزرگسالان دارای معلولیت خواهد بود. قرار است این مرکز برای اطفال و بزرگسالان که قادر به زنده گی مستقل نیستند یا یتیم هستند و یاهم تنها رها شده اند خانه مسکونی (برای اطفال) و همچنان محل بود و باش مستقل (برای بزرگسالان) فراهم کند. مرکز اجتماعی شامل بخش های خودکفائی غرض به حد اقل رساندن وابستگی های به تمویل کننده گان و ایجاد خودکفائی قسمی میباشد. هدف آن این است که مرکز اجتماعی طی مدت 5 سال کاملاً آماده کار باشد.

قرارداد اجاره، به تأسی از مصوبه کابینه جمهوری اسلامی افغانستان مؤرخ 10 جولای 2019 (19 سرطان 1398) به امضاء رسیده است. مؤسسه ابتکار اطفال توانا (ECI) این پروژه را به همکاری وزارت کار و امور اجتماعی، وزارت دولت در امور شهدا و معلولین و وزارت شهرسازی و اراضی به پیش میبرد. همچنان نهاد های یاد شده تفاهمنامه چهارجانبه یی را دیروز به امضاء رساندند و توافق کردند که این مرکز در نهایت قبل از اختتام موعد اجاره به جانب حکومت افغانستان سپرده خواهد شد.

اطفال و بزرگسالان نیازمند در افغانستان حق دارند تا زنده گی با عزت داشته باشند – از حقوق که تاکنون از آنها بهره مند نشده اند مستفید شوند – و نیازهای اساسی انسانی شان که تاکنون برآورده نشده، برآورده شود. مرکز اجتماعی مؤسسه ابتکار اطفال توانا (ECI) ضمن رسیده گی به این نیاز ها و کمک جهت احقاق چنین حقوق اطفال، همزمان به خواست های تعلیمی اختصاصی و حمایتی فامیل های دارای اعضای دارای معلولیت در کابل نیز میپردازد.

مؤسسه ابتکار اطفال توانا (ECI) یک موْسسه مستقل غیر انتفاعی است که ثبت و راجستر شده کشور ایالات متحده امریکا با مشخصات 501 (c)(3) میباشد، و دارای نماینده گی راجستر شده در افغانستان با نمبر (465) بوده و همچنان به عنوان یک مؤسسه خیریه در کشور انگلستان ثبت میباشد. برنامه های کنونی این مؤسسه همانا حمایت در سراسر افغانستان از اطفال نیازمند یتیم، اطفال تنها رها شده و یا هم آنعهده اطفال که در خطر تنها رها شدن هستند میباشد.
